Dear Tan Sri,

Hope you have a good break!  Let me introduce myself.  I am Lau Kien Foh, a resident and Chairman of the Highway Action Committee, Sri Petaling Resident Association.  We are the residents in  Taman Sri Petaling Kuala Lumpur and  have been  working proactively with all government departments/agencies to resolve the issues resulting from the construction and operation of the KL-Putrajaya highway cutting across the residential area of Sri Petaling.

Tan Sri, I admire your commitment to improve the delivery mechanism of the Government. I strongly agree and support your efforts as it is critical to the competitiveness of our nation.  We are prepared to work with you in this important mission!

But,I need to highlight to you that the issues arising from the highway affecting about 1,000 residents in Sri Petaling are still unresolved! Despite many initiatives and attempts by various parties to highlight the safety and health issues of the residents over the last 30 months, there are still no responses from the authorities?  Attached are the recent correspondences with our Prime Minister for your reference.  You are also invited to visit our website www.sripetaling.net to have a better understanding on our issues and its progress.

KL-Putrajaya highway opens!

The KL-Putrajaya highway is finally open for traffic on Dec 23, 2007. The highway which stretches 26km from Putrajaya to Kuala Lumpur will add convenience and reduce the travelling time between KL and Putrajaya and subsequently to Kuala Lumpur International Airport (KLIA). From the Putrajaya exit, there is two options to go to KLIA. You can either use the ELITE highway which you will need to pay the highway toll of RM4.30 for cars or an alternative free road via Dengkil road.

The highway will be free to use until Jan 13, 2008.

Hand over inspection by DBKL

Letter of issues outstanding

YB and DBKL visited Jalan 2/149 pn Nov 16 2007, Friday morning. The purpose is to ensure all things are in order before approving the hand-over of Jalan 2/149 back to DBKL by Maju Holdings (concessionaire for the highway). However, there are still some unresolved issues with regards to the current traffic, noise and safety. The residents wanted DBKL to ensure these issues are resolved before approving the hand-over.

The inspection team came and greeted by the residents reps and the concessionaire. We highlighted the current issues as per our last request which was not fulfilled. No conclusion could be obtained and the handover of the road back to DBKL could not proceed.

Meeting with DBKL on house cracks

A meeting was arranged to find a resolution to the affected houses on 17 May 2007 (Thursday). Among the key attendees include Timb. Pengarah of JKA, Ir. Tan Ken Chok, reps from LLM, IKRAM, DBKL, Contractors, Sri Petaling residents.

Among the issues discussed are :

  1. 3 out of the 4 houses with serious cracks have been resolved. Owners have agreed to the proposed compensation. The last one has also agreed to the proposed repair, pending the suitable time to carry out the work.
  2. The rest of the outstanding houses has been urged to resolve asap and set a new timeline by end June 2007.
  3. Proposals will be distributed to residents via the residents’ association representatives.
  4. Residents also brought up issues such as air pollution, noise pollution, and construction work.

Rumours ..

There are some rumours going around that the Government had made an offer of RM100,000 as compensation to the affected house owners.

The said owner approached one of the committee members to verify the claim and we informed him that its totally baseless as we are still awaiting feedback from our earlier request and correspondences with the Government.

How we wish our Government can be so swift in finding a solution.

My experiences with the Minister and the PAC

Dear Editor,

My name is Lau Kien Foh and I’m the Chairman of Sri Petaling Residents Action Committee. This is my response to the article by Mr. R.Nadeswaran on “Heeding the call of the PAC” published on June 21.

Dear Nadeswaran,

I read your article on “Heeding the call of the PAC” yesterday. On behalf of the people whom their houses affected by the construction of the dedicated highway to Putrajaya, I can testify to your point raised in the article. I had the opportunity to “confront” the minister outside the Parliament and also the meeting with the minister in his office, where he invited almost 20 of his senior officials. My conclusion is “the man” belongs to different generation and has a different mind-set. He may be dedicated to his work and his boss, but he is definately not rational, not people sensitive and not reasonable. I’ve also highlighted in my letter to him that as a cabinet minister, his approach to delivery must be “holistic” and not “silo”. He must demonstrate the leadership role to ensure all government agencies are geared toward delivering projects that will not “victimise” the people.

On your comments for PAC, I totally agree with you. Again, I have the opportunity to work with the current PAC, led by Shahrir and his company. They are pro-active, rational and fact-based in its approach. I wish they could be given more resources to carry out their work.

However, on your point about the “secrecy” of the PAC hearings, I must point out to you that upon request, I was allowed by Shahrir to attend as an observer in one of their recent hearings (where the dedicated Putrajaya highway issue was discussed). I’m not sure whether it is open to the public but certainly, as an interested party, I find the hearings very informative and constructive. I also observed the professionalism demonstrated by the PAC members in understanding and discussing issues. What impressed me most was the discussion was totally non-politics and no “side-show” (as you may be aware that the PAC comprises MPs from both government and opposition parties).

KL-Putrajaya Highway - Resident Update 02 - May 2006

Dear fellow residents,

First of all, for those of you who are Buddhists, we would like to wish you Happy Wesak Day.

The committee would like to inform all residents that the last day to submit the letter of complaint on house cracks to DBKL is May 31, 2006. You can either fax to DBKL directly or pass them to your street representatives which will be handed over to DBKL. After that date, your request may not be entertained. As this email may not reach everybody, please inform your neighbours of the dateline.

We would like to inform you of the following updates on our website;
a. Letters to Public Accounts Committee, DBKL and Jabatan Audit Negara,
b. Status of the 1st meeting on rectification work on two of the severely damaged houses,
c. Pictures of an incident where a the supporting steel bars for one of the pillars collapsed,
d. Outcome of our meeting with PAC and DBKL
e. Road diversion notices

Please take the time to update yourself with these events and information. Please take note of the road diversions to avoid any inconveniences to yourself.

KL-Putrajaya Highway Resident Update - Apr 2006

Dear fellow residents,

Thank you for attending our residents meeting held at the Sri Petaling Community Center. For those of you who missed our meeting, we wish to inform you the following outcome.

1. The concessionaire will be contacting individual house owner regarding the repairs. They will give you a proposal on how they intend to repair your house. You will need to negotiate the proposal with the concessionaire directly. The committee members will not be involved in the negotiation between you and the concessionaire unless necessary. Please bear in mind that they are suppose to restore your house to its original state. You are allowed to use your own contractor provided you notify them beforehand of the costs. If the repairs are done by the concessionaire, a warranty is included. For those of you who have done some repairs on your own, please keep the receipts so that you can make a claim later.

2. The survey forms circulated gathered the following responses. In total, 46% responses have been recorded from Jalan 1/149J while Zone N has a response rate of 68%. We will inform you of the results once we get more submissions. Please remind your neighbours to return the survey form to the Zone N guard house. We need the results to tell the authorities what our demands are as a single voice later.

3. Car stickers has been distributed during the meeting. Please put them on your cars to tell the authorities that our issue is not settled yet. We don’t want them to think that we have accepted the issue and have no intention to pursue further. If you need more stickers, please drop by Zone N’s guard house and request for them.

Meeting with the Minister of Works

Resident representatives meeting with the Minister of Works

On 17 October, 2005, I received a SMS from YB Teresa Kok that Works Minister, YB Datuk Seri S. Samy Vellu has requested her to convey a notice for meeting with the residents’ representatives to be held on 19 October at 4pm. Subsequently, I received calls and fax from the authorities informing the meeting with the Minister. The conditions were that the representatives are limited to three and no media should be invited.

Our action committee had an emergency meeting and nominated three representatives as follows:

  1. Lau Kien Foh – Overall representative
  2. Au Lai Koong – Represent Zon N
  3. Sallehudin – Represent Zon L

We also agreed on the strategy and action steps. We decided to take the opportunity to show all the documentation evidence and convince the Minister on our positions.

On 19 October 2005, our team arrived at the ministry half an hour before the meeting and soon joined by YB Teresa. We were invited into the meeting room around 4pm. In the meeting room, there were about 20 senior officers from the authorities. We took the opportunity to introduce ourselves and also get to know them. About 10 mins later, the Minister walked into the meeting room and shook hands with us.
